March 2 Council update

Several construction contracts for the 2021 Pavement Maintenance Program, the 2021 Denver Basin Well Rehabilitation Program and a new billing system for Castle Rock Water were all topics on Town Council’s March 2 meeting agenda. 

Here is a closer look:

  • 2021 Pavement Maintenance Program contracts approved – Town Council approved several contracts to start the Town’s 2021 Pavement Maintenance Program. This year, the roadwork within residential areas will focus on northern Castle Rock, which includes neighborhoods such as Cobblestone Ranch, Terrain, Castle Oaks, Sapphire Pointe, Diamond Ridge and Timber Canyon. Additionally, crews will be back in the Metzler Ranch and Red Hawk neighborhoods to complete work deferred from last year. Preventative maintenance is also scheduled for First Street, Scott Boulevard, Promenade Parkway, Meadows Boulevard, Wolfensberger Road and Crystal Valley Parkway.

    In total, the 2021 program will include 109 lane miles of slurry seal; 23 lane miles of mill and overlay; 4.5 miles of concrete restoration; and 1.5 miles of reconstruction. Additional work will include the removal and replacement of damaged concrete curbs, gutters and public sidewalks within the projects’ limits.

    The total budget is nearly $11 million. The funding primarily comes from the Transportation Fund, which includes revenue from sales, motor vehicle and building use taxes. Learn more at CRgov.com/PMP.

  • New Castle Rock Water billing system moves forward – Town Council approved the purchase of a new customer billing and customer portal software system for Castle Rock Water. The $410,000 system from Harris Computer NorthStar will make the department more efficient operationally and improve customer service.

    Among other improvements, the system will provide mobile service orders for field technicians; added account setup options; and an expanded online customer portal, which includes real-time payments and additional payment options like PayPal, Venmo and Amazon Pay. The rollout of the system is planned for 2022 and is expected to be a seamless transition for customers.

  • Water well construction contracts approved – In anticipation of drought conditions this summer, Castle Rock Water is moving forward with the 2021 Denver Basin Well Rehabilitation and Pumping Equipment Replacement Project. Town Council approved construction contracts that will split the work among two contractors to expedite the project.

    In 2016, Castle Rock Water started a well rehabilitation program. The program helps maintain well production, and reduces the likelihood of emergency well failures by targeting wells that are showing a decline in production or wells that are using older pumping equipment.

    Town Council approved contracts with Colorado Pump Service & Supply Co. and Applied Ingenuity for rehabilitation and equipment replacement at seven Denver Basin wells. Additionally, one well on Town property will be abandoned per State regulations. The total budget for the project is about $1 million, which will be funded through water rates and fees.

Also on the agenda, Town Council approved the second reading of an ordinance amending the Promenade at Castle Rock’s development plan and agreement, which updates the plan for development for the area generally located in the center of the Promenade, near Sam’s Club. The amendment allows for a multifamily residential area (up to 300 units) and an outdoor commons park. The agreement also transfers to the Town ownership of 43 acres of undeveloped land on the east side of Interstate 25 at Castle Rock Parkway, which will be turned into designated open space.

Town Council also discussed the 2021 Council Community Grant Program. The program awards grants for community-based projects that contribute to the quality of life within Castle Rock. Castle Rock Orchestra, Castle View Gridiron Club and Lady Trailblazers Inc. were each awarded $500, plus an additional $500 that will be split among the applicants.
