March 17 Council update

Maintaining the health and safety of the community is a priority. With that in mind, Town Council and the Town Manager officially declared a disaster Tuesday amid the COVID-19 outbreak. A resolution approving special procedures for meetings during declared disasters, a special motion to light The Star during the pandemic and a resolution approving the watering schedules for the 2020 irrigation season were also topics on Town Council’s March 17 meeting agenda.

Here’s a more in-depth look at those agenda items:

  • Resolution declaring a disaster – Town Council approved a resolution that provides the authority for the Town Manager and Council to declare a disaster. A state of emergency has already been declared at both the federal and state levels due to the COVID-19 pandemic. This resolution allows the Town to mobilize Town efforts to maintain public health, welfare and safety via the Town’s Emergency Operations Plan.

  • Resolution approving special procedures for Town Council meetings – A resolution was approved establishing Town Council meeting special procedures during a declared disaster. The resolution ensures the public maintains the ability to participate in meetings while Council conducts business, and allows Council to vote on legislative matters remotely.

  • Town Council makes special motion to light The Star – the 40-foot star atop The Rock was originally constructed in 1936, during the Great Depression, as a symbol of hope that could be seen for miles around. Council approved a special motion to light The Star as a symbol of hope during the pandemic and as a reminder that Castle Rock is a strong and united community that will persevere. The Star will be lit in the coming days by Castle Rock Fire and Rescue firefighters and a long-time volunteer, also known as The Keepers of the Star. Watch CRgov.com and Town social media @CRgov for specifics on when The Star will light up – anticipated to be by Monday.
  • Resolution approving the 2020 Water Use Management Plan finalized – Town Council approved the 2020 Water Use Management Plan. The Town has used a mandatory every-third-day watering schedule for landscape irrigation since 1985. This watering schedule will remain in place for the 2020 irrigation season – May through September. Residential watering hours will be before 8 a.m. and after 8 p.m. on the designated watering day. Nonresidential watering hours will begin at 10 p.m. on the designated day and must be complete by 6 a.m. the following morning. Except for hand watering, no watering during the daytime hours of 8 a.m. and 8 p.m. will be allowed.

Also on the agenda, the Plum Creek Convenience Site Development Plan was continued to April 21. Town Council also presented a proclamation recognizing Development Services Director Bill Detweiler. After nearly 14 years of service with the Town, Detweiler has announced his retirement. Assistant Director Tara Vargish will be named interim director.
