This year, the Town has been taking a proactive look at potential regulations related to kratom – an unregulated herbal substance with stimulant effects used for purposes such as pain relief.
Town Council in December enacted a 180-day suspension of new kratom consumption businesses so Town staff could collaborate with the kratom industry, regulatory agencies and law enforcement on this topic. An all-day meeting was held Feb. 22 to discuss related issues.
Now, Town staff wants public feedback on one potential local regulation related to kratom that’s likely to be presented to Town Council. Staff will seek input on the potential regulation – which would restrict kratom sales to individuals under the age of 18 – at an open house on April 4.
The potential regulation would in no way criminalize the possession nor consumption of kratom for any age group. Instead, the proposed regulation would require businesses selling kratom to ensure a customer is at least 18 years old prior to selling a person a kratom product – similar to the existing requirement for the sale of tobacco products.
The potential regulation would provide for penalties for any business selling kratom to a person under the age of 18.
The proposed restriction has received unanimous support from national kratom organizations, as well as from local businesses currently selling kratom, which participated in the Feb. 22 meeting.
Town Council has not yet weighed in on the potential regulation – nor any other potential regulations it may wish to enact surrounding kratom in Castle Rock. Council will be doing so following this public input effort.
Members of the public can weigh in on the proposed restriction at the open house, from 5:30 to 7 p.m. in Council Chambers at Town Hall, 100 N. Wilcox St. Alternately, members of the public may review the proposed regulation and provide their feedback online at CRgov.com/kratom between now and April 8.
