What’s up at Council? Public safety training facility, WISE agreement on Tuesday’s agenda


As Town Council implements the community’s priorities, it’s important for the Town of Castle Rock to provide updates. This week, in addition to other business items, Council will consider items related to two of the Town’s top priorities: public safety and long-term water.

Public Safety Training Facility

Ensuring public safety is the priority for Castle Rock Police and Castle Rock Fire and Rescue. That means having highly-trained staff ready to respond to any emergency.

On Tuesday, Town Council will consider a request for additional public safety training space, including the purchase of one building, and the construction of a new warm storage building.

Once remodeled, the purchased building would provide necessary classroom space for both departments. The storage building would provide space for reserve vehicles and hands-on training space. The expected cost to purchase and remodel the first building and construct the storage building is about $3 million.

Long-term Water

Securing renewable water for the community is a priority for Castle Rock Water. With a focus on the Town’s long-term water future, the goal is to reach a 75 percent renewable water supply.

A key piece of reaching that goal is the WISE project. Huge strides have been made in the project, and soon the first drops of WISE water will make their way to Castle Rock. But first, the necessary infrastructure must be complete. Council will consider two agreements on Tuesday to help further construction.

Council must first consider a licensing agreement with Dominion Water and Sanitation District to help purchase capacity in the Outter Marker Road Pipeline. Under the agreement, the Town would fully fund the construction of the pipeline and would own about 71 percent of the pipeline’s capacity. Dominion would lease about 29 percent of the pipeline’s capacity from the Town over the next five years.

Additionally, Council will consider an intergovernmental agreement with Parker Water and Sanitation District for construction of a 3.4-mile pipeline and pump station to get WISE water from Parker’s distribution system to the Town’s planned WISE local transmission line.

The agreement with Parker Water and Sanitation District for the cost-sharing of this infrastructure and the proposed license agreement with Dominion Water and Sanitation District would allow Dominion to contribute resources to the construction of this regional piece of infrastructure. The total initial cost is $12.1 million, of which Dominion is expected to contribute $5.76 million through the license agreement.

Town Council meets the first and third Tuesdays of each month. Tuesday, June 6, is the next regularly scheduled meeting.
