Recall election set for July 26

Voters in Castle Rock’s Council District 1 can expect a ballot in the mail in July regarding the recall of District 1 Councilmember Paul Donahue.

Per State Statute and Town Charter, Town Council was required to set an election date for the recall with the conclusion of the recall process this week. During a regular meeting Tuesday night, Council set the election for Tuesday, July 26.

The Town’s Charter allows a petition to be circulated in attempt to recall a Town Councilmember within a certain timeframe. In order to prompt an election, the petition must go through a process defined in Town Charter. In this case, the petitioners’ petition was approved for circulation; signatures were verified, and the petition was deemed sufficient; and protests of the sufficiency findings were denied by an independent hearing officer.

Voters will be asked whether to retain or recall Donahue. If he is recalled, Town Council would appoint his replacement, who would serve the remainder of the term, which ends in November.

Here’s what to know about the election:
• Only voters in District 1 will vote
• The election is being conducted by Douglas County via an Intergovernmental Agreement between the Town and the County
• Ballots will be mailed in July
• Ballots can be returned by mail or in-person to Town Hall (100 N. Wilcox St.) or the Douglas County Elections Office (125 Stephanie Place). Both locations have 24/7 drop boxes

It’s important to note Donahue will continue to serve in office while this recall process takes place. Donahue was first elected in 2008, and most recently in 2012. His term will expire in November, and he is term-limited.
