Castle Rock Industrial Park Proposal
Polo Properties Holdings, LLC is proceeding with an application for Annexation & Zoning for property known as Castle Rock Industrial Park which was previously owned and brought forward for Annexation & Zoning consideration by Castle Rock Industrial Park, LLC. The property is approximately 4.5 acres in size and is addressed as 2801 Highway 85 and is located just north of the intersection of Highway 85 & Liggett Road (See map below). The applicant proposes to zone the property I-2 General Industrial which would permit uses such as warehouse, shop, office or flex space uses.
Public Hearings for Annexation & Zoning for Castle Rock Industrial Park have been scheduled as follows:
Town Council - Tuesday, June 20, 2017 at 6 p.m. (First reading) and Tuesday, July 18, 2017 (Second reading)
This property is currently under the jurisdiction of Douglas County and is zoned General Industrial (GI). The GI zone district permits principal uses such as automobile service stations, bank/financial institutions, bar/lounges, building materials-wholesale/retail, club, community uses, cultural facility, equipment rental, firing range-indoor, greenhouses/plant nursery-wholesale/retail, hotel, industrial/manufacturing operation, kennel, warehousing and mini warehouse, motorized vehicle/equipment-service/repair and incidental sales, motor-sports facility, veterinary clinic/hospital, wholesale business, utility-major facility etc.
Castle Rock Industrial Park’s Annexation Petition was accepted and filed with the Town Clerk on August 30, 2016. The Annexation Petition was then reviewed by Town Council in two hearings as prescribed by State statute; a Substantial Compliance hearing on October 4, 2016, and an Eligibility hearing on November 15, 2016. Town Council found the Annexation Petition to be in substantial compliance with Section 30 of Article II of the Colorado Constitution and also found it to meet the required statutory findings concerning its eligibility for annexation. The Annexation & Zoning application was then presented to the Planning Commission On March 23, who voted 4-0 to recommend approval
What's the process?
Annexation proposals like this one must follow a state-mandated process, defined in the Colorado Revised Statutes.
That process begins with Town Council determining if the annexation application meets statutory requirements and is eligible to start the annexation process. Then, public hearings can begin in order to determine if the property should be annexed to the Town.
To aid in Council’s decision-making, staff reviews the project and studies the potential impacts on Town roads, water and overall levels of service. Input is also gathered from other agencies such as Douglas County, local service providers, nearby Homeowners Associations and the Colorado Department of Transportation. The Town’s goal is to ensure every application matches the community's vision and makes technical sense.
Once the review process is complete, the applicant must go through a series of public hearings including Planning Commission and Town Council.
